Ontario’s New Democrats are raising concerns about a report that Hydro One spent nine million dollars to redesign its bills and then proposed spending another six million.
Energy critic Peter Tabuns says the 15-million-dollar total is ridiculous.

Hydro One says a survey of its customers suggested about 40 per cent of them had trouble understanding their bills.
